Abstract

Pandemik COVID-19 yang melanda dunia amnya dan Malaysia khususnya sangat memberi kesan kepada ekonomi rakyat dan negara. Kesan tersebut akibat daripada pelaksanaan Perintah Kawalan Pergerakan (PKP) yang bermula dari PKP 1.0 sehingga PKP 3.0 bagi membendung penularan virus. Pelaksanaan PKP menyebabkan banyak sektor ekonomi ditutup. Justeru, ramai dalam kalangan rakyat Malaysia telah kehilangan pekerjaan dan hilang tempat tinggal atas faktor kewangan dan ekonomi. Sumber pendapatan yang berkurangan ataupun tiada langsung telah memberi kesan kepada ketidakselamatan makanan rakyat yang terlibat. Ketidakselamatan makanan berlaku apabila manusia tidak dapat memperoleh makanan yang cukup sepanjang masa untuk kehidupan yang aktif dan sihat. Tanpa makanan yang cukup dan seimbang sama ada dari segi kuantiti atau kualiti nutrien, tahap kesihatan individu akan terjejas. Pelbagai pihak perlu berganding bahu menangani masalah ketidakselamatan makanan ini. Majlis Agama Islam Negeri (MAIN) dan Institusi Zakat merupakan institusi utama menguruskan pungutan dan agihan zakat, fidyah dan sedekah. Agihan sumber perlu diagihkan secara menyeluruh kepada mereka yang memerlukan terutama ketika pandemik. Objektif kajian ini adalah untuk mengenalpasti inisiatif bantuan makanan yang dijalankan oleh MAIN dan Institusi Zakat di Malaysia berikutan berlaku Pandemik COVID-19. Data dikumpulkan dengan menggunakan analisis dokumen yang diperoleh dari pelbagai sumber yang terdiri buku, jurnal, kertas prosiding, laman web dan akhbar dalam talian. Hasil kajian mendapati MAIN dan Institusi Zakat di setiap negeri telah memainkan peranan penting dalam menyalurkan bantuan kepada golongan yang memerlukan dengan kadar dana dan bentuk bantuan yang berbeza. Bantuan yang diberikan dilihat dapat membantu terutamanya dalam memenuhi keperluan asas golongan yang terjejas.

The COVID-19 pandemic that hit the global and Malaysia had a profound impact on the economy of the people and the country. The effect is due to the implementation of the Movement Control Order (PKP) which starts from PKP 1.0 to PKP 3.0 to curb the spread of the virus. The implementation of the PKP caused many economic sectors to close. As a result, many Malaysians have lost their jobs, lost their livelihoods for their households and lost their homes due to financial and economic factors. Decreased or non-existent sources of income have affected the food insecurity of the people involved. Food insecurity occurs when humans are unable to obtain enough food all the time for an active and healthy life. Without adequate and balanced food either in terms of quantity or quality of nutrients, the health level of the individual will be affected. Various parties need to work together to address this problem of food insecurity. The State Islamic Religious Council (MAIN) and the Zakat Institution are the main institutions managing the collection and distribution of zakat, fidyah and alms. The distribution of resources should be distributed comprehensively to those in need especially during this pandemic. The objective of this study is to review food aid initiatives carried out by MAIN and Zakat Institutions in Malaysia following the COVID-19 Pandemic. Data were collected using library research methods obtained from various sources consisting of books, journals, proceedings papers, websites and online newspapers and data analyzed using inductive and deductive. The results of the study found that MAIN and Zakat Institutions in each state have played an important role in channeling aid to the needy with different funding rates and forms of assistance. The assistance provided is seen to be helpful especially in meeting the basic needs of the affected groups.
